Serverside Mod With New Systems?

Is it possible to make a Mod which adds new systems, but is Serverside. For example: Players who havn't downloaded the Mod Don't have acess to Modified Systems or bases. So say I modified Sigma 19, they'd be Completely locked out of it until they downloaded the Mod, however Players who had downloaded the mod would be able to jump into sigma 19. Is this possible? and if so how could it be Done?

Not sure about that one, i'm sure i've been on a server that has an optional mod where clans have their own systems via a mod they are given by the admin.
But, thinking about it, how would npcs work? Docking at a jumpgate that dosen't exist on an unmodded clients machine.

You could do that by deleting the jump holes / gates to Sigma 19 and adding in thier opposite . Or you could add a fully new system.

That's not what I want to do. I just want to Make sure that people who havn't downloaded the mod can't acess certain systems and people who have can.

THAT can be done.
But i think you shouldn´t try that with an existing system.

1. create a new system with a JH in the "old" systems.
2. create an additional mod to add this
- a) to the server
- b) to the clients, which should have access to the new system.

voila.
clients without the extra mod won´t see the JH in the "old" systems.
The ones with will and also will be able to enter
(if you did everything correct).
