I wouldn't call myself his PR Rep, but I have spoken to a number of people regarding the development of independent Starlancer Mission Editors, as well as Paul Hughes and Eric Peterson (Both of whom are from the Warthog team).
There are currently 3 Mission editors underway, none of them are by Paul Hughes, unfortunatly his Mission Editor will never be finished. However, some promising people have begun development on their own.
This one by Blackwolf happens to be the most public, but another is farther along and is being developed by someone with some experiance for modding games. This person has been in direct contact with Paul Hughes, who was planning the original Mission Editor for design and file format tips.
The problem holding up the development of the Mission Editor is not one of money. It's one of two things: Time and Information. While Paul Hughes has been wonderful passing along information, these things still take time. And are being done by people who have things like work, and school, in the real world.
The projected time for the earliest completion of a Mission Editor for Starlancer is One Year. While optimistically we hope to have something sooner then that, it would be unwise to raise false hopes. Note that this is the projected completion date for only one, of the three projects. One of them is simply in the design stages and has no projected release date, and another hasn't commented on time because they don't feel it's appropriate for them to set any sort of release date.
In the meantime I have put together a small team to perfect other aspects of Starlancer Editing, suck as the .BIK files, the 3d formats, the Ships and textures in games, the mission outlines and campaign guide, and the splash screens in games.
As of yet it would be unwise of me too to give any information, but needless to say I think we are the first people to develop a full plan for a complete Starlancer Modification to the game.
Any other information is restricted at this time, until I have more information to give you. =P
Feel free to contact me if you think you could be an asset to our team. I stress though that must of my project people are IRL friends from my school, and thus they will be the core of any group simply for reliability reasons.
