cant find files

i just started playing and i would like to edit the perfoptions.ini file but i have searched everywhere on my computer including formatting my hard drive and reinstalling windows and the game and i still cant find that file so is there a place i can download this file or what else can i do?

FlyingBeef is right the file will appear after you save a singleplayer game or start a multiplayer game and exit then the perfoptions.ini will get generated and show up in the My Documents\My Games\Freelancer folder.
