It is possible for the server admin to create a server side mod that does this, but each individual person could not as they do not have access to their files for that server

PLUS: you cant meet ppl in a bar anyways. EVEN if you COULD, than it would be crazy. Imagine like 50 ppl landing on the same base.... Kinda crowded dont ya think?

OR: Do you mean the NPC's? If you do, than it would be completely possible, however one downfall: It proly couldn't be server side. O course this aint a big problem if ur putting this together as a server or TC mod where everyone must have it anyways.
