It's Milkshape 3D.

A 30 day trial of Milkshape can be found here.

You may need Gmax, wich is another great 3D modelling program. It's a full version, as long as you sign up to their mailing list.

Other good things are:

A .md3 Gmax exporter
A .cmp exporter plugin for Milkshape 3D
and a copy off the Complete Ship making tutorial by by Drizzt4.0
