Multiplayer Drop to Desktop at start (serverside)

I've noticed quite a few people with issues where they drop to desktop on connection to a multiplayer server.
I run what was an unmodded server for about a week (v1.1). I decided to add rebalance v2.01 using flmm v1.2.
The server became unstable, crashing every few hours and introducing a lot of latency. I finally made the decision to remove the mod after around 12 hours and 6 or so crashes.
Once I removed the mod (and everyones saved games), we found that no one could log into the server. Every person that tried was dumped to desktop at the loading screen.
I tried everything I could think of outside reinstalling the server (wasnt local at the time); installing and removing the mod on both sides, reinstalling at home, etc.
Finally, I reinstalled the server side and everything magically works again. Everyone can log on, create new characters, etc.
Conclusion:
FLMM or Rebalance 2.01 changed something on the server and did not roll it back when it was removed.
I wonder how many other problems people are having connecting to multiplayer servers are caused by mods.
