No Mission Available, please help

I have done 3 campaign missions, but there's never missions available on the bar board, is it normal ?
In the demo version, there's a lot of those missions ! I don't understand.
And it's very hard to make money by commercial issues with only 400c.
The message on the board is : No missions available at this time, Come back later.
And i am level 4... With good reputation with LSF, Liberty Police Inc, Liberty Navy...
Can someone help me

does it happen to all the bases you visited?

which station are you at? if you have a bad reputation with (for example) BMM, a BMM station will be unlikely to give you any missions unless you talk to the patrons of the bar (these missions usually give substantially less pay tho

)
