What you have is called "letterbox", it's what happens when you force an image into the wrong aspec ratio. As I've already said FL like most games only uses 4:3, you've force FL to display at 1280x1024 but it still only draws at 1280x960 as thats all it's been programmed to use, leaving you with a black band top & bottom.
Games are programmed to use 4:3 with some having a widescreen ratio programmed as well. 1280x1024 is neither which is why you and everybody else have problems stuffing your game in to this ratio. 1280x1024 is realy only of use to people who use graphics programs & modelling progs. as they get a higher definition to work in.
